Its not that it didnt meet the requirements, the f-117 still works fine in bombing missions. Its because the airforce wanted more F-22s, and to warrent a purchase like that they retired the f117s. Its also political, making more f-22s also means work for thousands of americans.

before you can fire a missile,you must mark the target on the radar and get a lock on it right?how can you mark an invisible object?i guess the most hi-tech strike craft also have a weakest point...
