Yes, it's called Brown's gas or hydroxy gas. It's been around since 1918 and is far from being new. I've got a small version of a similar system which isn't as efficient as the one in the video. The revolution will start when someone figures out a way to produce this stuff with less power input and lives long enough to get the technology out to the public.
