This is about as wise as militant gun control. The old adage still holds. If you outlaw nuclear weapons, only governments that could care less that 'the civilized world' has outlawed nuclear weapons will have them. We can't pretend that a steak knife only works on butter, and no matter how hard we try, the genie will not get back in the bottle.
