you can buy a kit to build one on e-bay. all you need is drill press and a bunch of clamps

Hiya. Well,it helps if you have a rough knowledge of music theory, are good at playing by ear, maybe play another instrument such as a piano. Only speak personally - when I was learning I just locked myself in a room for a day, decided on a tune that I knew well and tried to pick out the notes on the dulcimer. Kept slogging until I could play fairly fluently. Then I got Peter Pickow's book and picked up ideas. Having a reason & playing with other musicians inspires you to learn quicker. Cheers.

Not very often - personally -unless they break which is rare - once every 10 years. But maybe an more expert person than me will tell you different.
