I honestly think he changes his voice just to hide his identity. Going lower is definitely more fitting than going higher. The reason his voice is different is one of two things. 1) Ra's is stepping on his throat 2) Christian Bale lost his voice three times during shooting because of doing that voice.

His voice is not as fierce because when he speaks fiercely he does it to intimidate criminals but Ra's knows that he is Bruce Wayne so the intimidation would not work on him.

True, but he was much more angry in The Dark Knight, especially when he was trying to get The Joker to tell him where Rachel was.

Katie's character "Rachel" is in TDK. She got replaced by Maggie Gyllenhaal when she turned down the offer to reprise her role..
