Of course, that was a spin-off of the Wacky Races. Kernow31426955 is right about the reasons to catch the pidgeon. I've always wondered how Dick D and Mutley wound up with that job.

Because their boss told them they had to get the message, and if they didn't they would lose their jobs and meddles, and Muttley loves his meddles. Feel free to correct me if I'm wrong, I havn't watched it in years but that's how I remember it.

Doesn't Dick Dastardly bear a slight resemblance to Graham Hill, who was ironically, known for his sense of humor (even though he was voiced by Paul Winchell)?

Never mind Dick Dastardly - the real star of the show was Muttley - who comes even more to the fore in "Catch the Pigeon".
